The budget from a gender perspective |

Infusing gender based policies into the budget, is a
fresh concept that is yet to be embraced by a general political consensus or
public consideration. However, it has entered the sphere of debate armed with
some interesting revelations.
Recently
Pathfinder, a research promoting organisation released a report advocating
research in policies and activities in selected areas of governance to
facilitate the policy makers. Integrating a gender perspective to the national
budgetary process in Sri Lanka is the objective of this research exercise.

The Pathfinder Foundation in collaboration with the Women’s
Chamber of Industry and Commerce (WCIC) organized the fourth public meeting for
the year and 11th in the series of Sanvada. The meeting took place
on the 19th (Friday) of September from 9:00 am -12:00 pm at the
Sri Lanka Institute of Development Administration.
The topic under discussion was Integrating a Gender Perspective
to the National Budget of Sri Lanka.
The main presenter at the Sanvada was Dr. (Mrs) Masinghe, a former Consultant
to the Ministry of Education and the Ministry of Finance. The other panelists
included Dr. S P Premaratne, a Senior Lecture in Economics at the University of
Colombo and Ms. Sriyani Perera, ActionAid International Asia Region Women’s
Rights Coordinator.

The Pathfinder Foundation under its Sanvada Programme
organized its tenth public meeting on the 11th June 2008 from 4:15
p.m. – 7:00 p.m. at the Sri Lanka Institute of Development Administration.
The Sanvada meeting was based on whether Price
Control of Rice is Right? The main presentation Sense and Nonsense of Rice Price
Controls in Sri Lanka was made by Dr O. G Dayaratne – Banda & Dr. Ananda Jayawickrama, Senior
Lecturers of Economics at the University
of Peradeniya.

The 9th Sanvada in the series of Sanvada
Programmes was held on the 23rd of May (Friday) from 8:30 AM to
12:30 PM at the Sri Lanka Foundation Institute.
The prospective law under discussion was the call for New
Education Reforms. Dr. O G Dayaratne – Banda, Senior lecturer in Economics at
the University of Peradeniya made the first (main) presentation under the
heading “An Economic Analysis and Prescriptions” followed by a joint
presentation by Mr. Upali Chandrasiri, Coordinator, Coalition for Better
Education and Mr. Buddhadasa Sooriyarachchi, Director, Royal Institute and
former Principal of Richmond and Royal College.

New Audit Act for Sri Lanka - Sanvada 7 |

The First Sanvada for the year 2008 and 8th in the series, took place on the 4th (Friday) of April 2008, from 8:30 AM to 12:30 PM at the Sri Lanka Foundation Institute (SLFI).
 The legislation under discussion was the Proposed Audit Act. The Sanvada's main presenters were Mr. Naganathan Selvakkumaran, Dean of the Faculty of Law, University of Colombo, who analyzed the Act from a legal perspective, made a presentation titled "Proposed New Audit Act: A Critical Analysis". Mr. Amrit Rajapakse, Attorney-at-law & Independent Researcher, the other presenter however, evaluated the impact the Act would have on the Economy and Business. The title of Mr. Rajapakse's presentation was "A Business/Economic Critique of the Draft Act".
